A kitchen can look like a straightforward update until a wall moves, a gas line shifts, or new circuits are added. That is when homeowners start asking which remodels need permits. The answer depends on the scope of work and the rules enforced by your city or county, but the practical rule is simple: if a project changes your home's structure, safety systems, utility systems, or livable space, expect permits to be part of the process.

Permits are not paperwork for paperwork's sake. They create a documented review and inspection process for work that can affect the safety, durability, and future value of your home. For meaningful renovations across the Wasatch Front, getting the permit question right early helps prevent stalled work, surprise costs, and difficult conversations when it is time to sell or refinance.

Which Remodels Need Permits Most Often?

A permit is commonly required when work affects structural framing, electrical wiring, plumbing, heating and cooling systems, gas piping, or the building envelope. Local requirements vary, so there are exceptions, but these project types should always begin with a permit discussion.

Kitchen remodels with layout or system changes

Replacing cabinets, countertops, flooring, or paint usually does not require a building permit by itself. A kitchen remodel often crosses into permitted work, however, when it includes removing or modifying a wall, moving plumbing, adding electrical circuits, relocating a range, changing a gas line, or altering ventilation.

For example, opening a kitchen to the living room may require a new header or beam to carry loads that the removed wall once supported. That is structural work, not a cosmetic upgrade. Proper plans, permits, and inspections help confirm that the new framing is designed and installed to support the home above it.

Bathroom remodels with plumbing or electrical work

A bathroom refresh may be permit-free when the work is limited to finishes and like-for-like fixture replacement. Once a shower is moved, a drain is relocated, new water lines are installed, or electrical wiring is changed, permits are commonly required.

Bathrooms also involve specific safety requirements for ventilation, GFCI protection, clearances, and waterproofing-related details. Permitted work gives the project a clear path for verifying the parts hidden behind tile and drywall, where expensive mistakes are hardest to correct later.

Basement finishing and bedroom additions

Finishing an unfinished basement usually requires permits because it creates new conditioned, livable space. The work may include framing, insulation, electrical, plumbing, heating, and smoke or carbon monoxide alarms. If a basement bedroom is planned, the project must also address emergency escape and rescue opening requirements, commonly called egress.

This is one area where shortcuts can become a serious issue. A room may look finished but still fail to qualify as a legal bedroom if the egress window, ceiling height, access, or safety systems do not meet local code. Planning those requirements before framing begins is far less costly than revising the work afterward.

Structural changes, additions, and garages

Removing load-bearing walls, installing beams, changing roof framing, enlarging openings, or modifying foundations typically requires permits and may require engineered plans. The same is true for home additions, attached garages, detached garages, and major expansions.

These projects affect how loads travel through the building and how the new work connects to the existing home. They also often trigger requirements for setbacks, lot coverage, fire separation, drainage, energy efficiency, and other site-specific rules. This is where experienced general contracting and careful coordination matter most.

ADUs and conversions of existing space

Accessory dwelling units, garage conversions, and separate living spaces are rarely simple remodels from a permitting perspective. They can involve zoning approval, parking considerations, separate utility needs, fire-rated assemblies, egress, kitchen and bathroom systems, and occupancy requirements.

An ADU can add meaningful flexibility and long-term value, but it should be planned as a complete construction project rather than treated as an oversized basement finish. A contractor should help identify the building scope early, while the homeowner confirms the applicable local land-use requirements.

Decks, patio covers, and outdoor structures

Outdoor projects can require permits even when they seem small. Attached decks, elevated decks, covered patios, patio covers, pergolas, and structures near property lines may be subject to permit, setback, footing, wind, snow-load, and attachment requirements.

In Utah, snow loads are a real design consideration, particularly for roofed outdoor structures. A patio cover that is underbuilt or poorly attached can create a safety issue and a costly repair. The permit requirements may differ based on size, height, location, and whether the structure is attached to the house, so it is worth confirming before materials are ordered.

Work That May Not Need a Permit

Many interior cosmetic updates can be completed without a permit. Painting, installing new flooring, replacing trim, updating cabinets without changing plumbing or wiring, hanging drywall, and replacing countertops are commonly permit-free.

Some fixture replacements may also be exempt when they are truly like-for-like and do not involve changes to plumbing, electrical, gas, or structure. But “like-for-like” has limits. Replacing a light fixture may be simple; adding recessed lighting throughout a room requires new wiring. Replacing a faucet may be minor; moving a sink across the kitchen is a plumbing alteration.

Do not assume a project is permit-free because a neighbor completed similar work without one. Codes change, properties differ, and local jurisdictions interpret and enforce requirements within their authority.

Why Permits Protect the Homeowner

A permit creates accountability around the work that matters most. Plans are reviewed when required, permits are issued under the appropriate scope, and inspections take place at stages when framing, wiring, plumbing, and other critical elements are still visible.

That process can feel inconvenient, especially when homeowners are eager to see progress. Yet it protects against a more disruptive outcome: opening finished walls to fix undersized framing, unsafe wiring, improper venting, or plumbing that was never installed correctly.

Permits can also matter when you sell. Buyers, inspectors, lenders, and appraisers may question additions, finished basements, structural alterations, or ADUs that do not appear to have been properly approved. An unpermitted project does not automatically make a home unsellable, but it can create delays, reduce buyer confidence, and force last-minute negotiations.

How the Permit Process Should Work

For a substantial remodel, permit planning should happen before construction starts, not after demolition. The contractor should define the scope, identify whether structural drawings or engineering are needed, prepare the required information, and coordinate the work so inspections occur at the proper stages.

Homeowners should also understand who is responsible for the permit. In many cases, the general contractor pulls the permit and manages inspections as part of the project. That arrangement keeps responsibility with the party directing the construction. If a contractor asks a homeowner to pull a permit without a clear reason or detailed explanation, ask how inspections, corrections, and final approval will be managed.

A permit does not guarantee perfect workmanship. It does establish a minimum code-compliance process, and quality construction should go beyond simply passing an inspection. The goal is work that is correctly planned, professionally built, and durable for the years ahead.

Questions to Ask Before You Sign a Remodel Contract

Before committing to a renovation, ask whether permits are required for the proposed scope, who will obtain them, what plans or engineering may be needed, and whether permit fees are included in the price. You should also ask how inspection scheduling could affect the construction timeline.

These questions are especially valuable for projects involving beams, walls, basement bedrooms, additions, garages, decks, and outdoor covers. A clear answer at the beginning is a good sign that the contractor has considered the real construction requirements rather than only the finished appearance.
